China’s mining industry seeking green development

Shandong Gold Group put forward "to rather have green hills and rivers and green streams than silver and gold” and the requirement of mine covered more than 40%. Datong Coal Mine Group shut down an coal mine with annual output of 1.2 million tons and then invested 460 million to build it into the national mine park.
In the CHINA MINING Congress & Expo 2013 held in Tianjin, all kinds of miners in China together, have the exchange of green development experience and explore, "green mining" has become the important themes of the conference.
As the world`s second largest economy, China is not only the resource consumption power, but the resources production power. According to statistics, China currently has around 100000 mines with trillions of mining output.
A steady stream of mineral development is the important high speed power for China economy for 30 years.
But China has paid the price for it. For a long time, the viewpoint of environmental protection of China`s mining companies is weak, the mining technology is backward and the management is not standard, which accumulated serious geological environment problem. For example the coal mine is exposed, the slag is in everywhere and the black and wastewater pollute the air and soil.
The extensive mining model made China worse. Even China isn’t rich in resources. Many mineral mining for the remainder of the life have only several decades, so China`s dependence on foreign mining resources is still high.
The 2012 China mineral resources report issued by China ministry of land and resources said that iron ore, aluminum, copper, potash`s external dependency were as high as 56.7%, 56.4%, 71.4%, 56.7% and 61.5%.
The double pressure of environment and resources forced China`s mining industry to change.
Jiang Daming, Minister，Ministry of Land and Resources, said China must speed up the transformation of the mode of mining development and vigorously promote resource conservation and environmental protection to realize the transformation and upgrading of the mining and green development.
In fact, as early as 2008, the National Mineral Resources Planning issued by China put forward the overall goal, that is, "to vigorously promote the green mine construction, and set up pattern of green mining basically by 2020" .
At present, China has launched the first 40 mineral resources comprehensive utilization demonstration base construction, and make sure the 459 state-level green mining pilot units .
At the same time, China explored ways to establish the incentive constraints mechanism. Xu Dachun, deputy director-general of Reserves Dept of the Ministry of Land and Resources, said that the nation will reward projects and enterprises which are outstanding in the economized and comprehensive utilization of mineral resources. Over three years, the central government has allocated 9.522 billion Yuan for special funds.
China`s local governments have also issued the green mine construction regulations. Ju Jianhua deputy director-general of Planning Dept of the Ministry of Land and Resources, said that after Zhejiang province took the lead in formulating the green mine construction management approach, Inner Mongolia, Guangxi, Fujian, Anhui and other places have similar laws and regulations in which the green mine construction is as a prerequisite for application of the mining right.
Nowadays, the construction of green mining is becoming the conscious action of many Chinese mining companies. Du Haiqing, deputy general manager of China Gold Group, said that their group increased the mine safety environmental protection funds, spending 24 billion Yuan over the past three years. Production safety accident oh the group has fallen by 80% and there are 23 subsidiaries entered into the national green standard enterprise.
As the coal mine enterprise which has the same age with new China, Datong coal mine group is to realize “green”. Zhang Youxi, chairman of the above-mentioned group, said that the company relied on the rich resources of wind, solar to develop wind power, photovoltaic power generation, which is expected to reach 1 million kilowatts installed wind by "twelfth five-year", and will built 1000 megawatts of photovoltaic power generation base in 2020.
Green mine construction not only protects the environment, but also improves the benefit of enterprise management. Chen Qing, general manager of Yunnan Chi Macro Mining Co., Ltd., said that in recent years, the company had filled paste 82 cubic with paste filling technology, which already digested the smelting slag, saving the area of 70 mu, at the same time, improving the recovery rate by 3%.it stopping ore 16000 tons more a year, and created economic benefits more than 200 million Yuan.(Zhang Zewei / Xu Yue)（translated by TLRHVC）
