CHINA MINING 2013 ended successfully on November 5.
This year, mining ministers or vice ministers from more than 20 countries and regions, such as Australia, Canada, South Africa, Peru, Sudan, Serbia, Zimbabwe, Ethiopia, India, Greenland, are invited to come to Tianjin China.
These days, ministers expressed their views on many occasions, which delivered important information to the mining industry in the world. In the ministerial talks, Jiang Daming, the minister of China Ministry of Land and Resources, appealed repeatedly to establish long-term and stable cooperation relations, so as to realize advantageous complementarities, to exchange needed goods and achieve a mutually beneficial and win-win results. This point of view has been recognized by the ministers participated. Walter K. Chidhakwa, the Minister of Zimbabwe Ministry of Mines and Mining Development, used the expression ”from my heart” to show his expectation to strengthen friendly relations.
“Willing to Open the Door to Foreign Mining Investors”
In CHINA MINING 2013, all the foreign mining ministers played a role as salespeople simultaneously, introducing strongly their advantage of abundant mineral resources and the excellent mineral investment environment
“Our door is open”, said Mr. Kamal Abd El-Latif, Minister of the Ministry of Minerals of Sudan, in Sudan Mining Investment forum, showing his open mind to the foreign mining enterprises. He said that Sudan government has rolled out some relevant laws and regulations and policies on mining, so as to protect the right and interest of foreign investors. Sudan`s mining ministry is planning the construction of a geology survey research center to provide more geological information for foreign investors. Walter K. Chidhakwa said that Gold and platinum group metals, diamonds and other mineral resources are very abundant in Zimbabwe, but their exploration technology level is not high, thus the discovered grade of mineral deposits is generally not deep. Consequently, he hoped that foreign investors can bring them with advanced technology to help Zimbabwe enhance the level of Mineral resources exploration development. He added that Zimbabwe has just set up a new government; they Will work hard to create an excellent and stable investment environment for foreign investors in the future. Germán Elías Alba, Deputy Minister of Minerals and Metallurgy of Bolivia, said Bolivian mining police is fair, transparent and impartial, and the new mining act explicitly stipulated to protect the interests of foreign investors. Bolivia will treat the State-owned enterprises and private enterprises equally without discrimination, and it encourages middle and small-sized enterprises to explore and develop mineral resources in Bolivia. Jorge Merino Tafur, Minister of Peru Ministry of Energy & Mines, marked that, the Peru government has been encouraging foreign mining companies to invest in Peru in recent years. So far, it has established a favorable security system. He said” our Peru government is willing to provide an all-around security system and support in policy and management.”
According to information, China has developed the cooperation with these countries in mining industry, or has signed a formal cooperation agreement, or has already signed a memorandum of understanding. At present, China`s enterprises have invested $4 billion in Peru on mineral resources exploration and development; the cooperation between China and Zimbabwe, Sudan has made important progress in geological investigation, personnel training and the mining enterprise investment.
Jiang Daming expressed the open mind of Chinese mining industry when meeting with these foreign mining ministers: China will continue to deepen the opening to the outside world and cooperation in geological and mineral resources field; encourage foreign enterprises participate actively, in accordance with the relevant laws and regulations, in China mineral resources exploration and development and comprehensive utilization, etc. China also supports domestic enterprises to develop foreign mining investment cooperation, exploit the advantages to the full, meet their obligations, and then to realize mutual benefit and development with the host country and local community.
In addition, China is willing to carry out extensive and in-depth cooperation with other countries in terms of geological investigation, talent exchange and training, etc.
“Willing to promote the harmonious and unified development of resources exploration, environmental protection, and community development.”
“How to protect ecological environment and realize the sustainable development of mining industry is a common problem facing all of the countries in mineral resources development.” In this year`s conference, almost all of the mining ministers mentioned this problem and expressed their opinion: promote the harmonious and unified development of resources exploration, environmental protection, and community development.
In the opening speech, Jiang Daming pointed out that China will accelerate its transformation of the mode of mining development , and vigorously enhance resource saving and environmental protection, so as to realize the transformation and upgrading of the mining and green development. Respectively, Germán Elías Alba, Deputy Minister of Minerals and Metallurgy of Bolivia said that there are many areas in Bolivia are still relatively primitive farming areas, providing the condition for the development of mining in one hand, but also putting forward higher requirements for ecological protection on the other hand, Bolivia is in urgent need of the modern mining development pattern. He hoped his country would receive advanced technical support from overseas. What’s more, recently Bolivia introduced a new law, putting forward clear requirements on environmental protection. Jens-Erik Kierkegaard, minister of Ministry of Industry and Mineral Resource of Greenland Autonomous Government introduced in detail the Application Requirements of Greenland mining right in the mining minister forum. It includes the environmental and social sustainability of mining development and its revenue to the community. In the next few years, Greenland will roll out some policies on safety, security and environmental protection. Shri R.H.Khawaja, India State Secretary of Ministry of Mines, pointed out that environmental problem is a big challenge facing India in the exploration and development of mineral resources. India will intensify research and development of science and technology, promote the comprehensive utilization of mineral resources, so as to realize the sustainable development in mining. Marian Campbell Jarvis, Assistant Deputy Minister for the Minerals and Metals Sector, Dept of Natural Resources, denoted that she hoped mining companies would take on more social responsibility, invest more on research and development of advanced technology, strengthen environmental protection better, improve the resource use efficiency, and promote green development.
“Hope to seek more cooperation in the platform of CHINA MINING”
Some ministers remarked that CHINA MINING is already one of the most important platforms in the world on mining cooperation, and they attaches great importance to this platform, hoping to seek more international cooperation.
Jorge Omar Mayoral, Secretary of Argentina Mining, is already a regular of CHINA MINING. He said the annual CHINA MINING provides a great exchange platform for mining counterparts around the world. Argentinean government has been devoted to find more cooperative partners. So far, there is already a very good mining cooperation basis between China and Argentina, hoping Chinese enterprises investment in Argentina can turn on a few times Within a decade. Namibia Deputy Minister of Ministry of Mines and Energy, Willem Issacks said, on CHINA MINING, Global peers can not only discuss the exploration and development of mineral resource, but can exchange the ideas and thoughts of mining development. We can also build up a contact network to seek opportunity of cooperation, thus to promote the development of mining industry and mutual benefit and win-win results.
