exchange and cooperation for the global mining industry through taking the international mining capacity cooperation on “the Belt and Road” as the entry point. The Hon. Ling Yueming, Vice Minister, Ministry of Natural Resources China said in his address at the opening ceremony that the year of 2018 is the 40th anniversary for China’s reform and opening-up, during which China’s mining industry has gradually expanded foreign exchanges and development. China would take further steps to promote investment facilitation, management modernization and trade liberalization in the mining industry, moving toward a new opening pattern for growth. First, we would optimize environment and implement China’s reforms to streamline administration, delegate powers, and improve regulation and services, which facilitate outgoing of mining services and trades. Second, we would establish sound systems and institutions to achieve modernization of resources management capacities. We would set up a comprehensive management system for resources and ecological environment as well as a paid resource using system and an ecological compensation system, which reflect market supply and demand and lack of resources and embody ecological values and inter-generational compensation. Moreover, we would improve management system for natural resources and assets by laying down a reasonable mineral resources compensation system and an evaluation system for environmental impacts, and accelerate to restructure mineral resources management, adjust taxes and fees. Third, we would upgrade and update sustainable development model for mining industry. China would pay equal attention to mineral resources development and ecological environment protection in the following ways: investigating first and evaluating environment capacity in a scientific way; giving priority to ecology featured by gradually removing mining projects in natural reserves; taking multiple measures to dig mines in an environment-friendly way; exploring minerals by coordinating mining expansion and ecological protection. Fourth, we would adopt advanced technologies and promote new growth drivers for the mining industry with new aims of “perspective of the Earth, deep exploration of resources and safe utilization”.
The Ministry of Natural Resources China encouraged the worldwide countries to share more information and experience on developing the mining industry, and to carry out more favorable policies for transnational mining collaboration. We should make joint efforts to better govern global resources, achieved by overseas capacity and China’s capacity complementing with each other, meanwhile maintaining international market stability and reducing risks for both parties. The governments and mining enterprises all over the world should be fair and responsible so that all the countries and people from various ranks and industries would enjoy benefits of sustainable and green resources exploration. Therefore, we should work toward a global mining community with a shared destiny for future growth.

The Hon. Zhang Guoqing, Mayor of Tianjin Municipal People’s Government, the Hon. Ms. Carolina Sánchez, National Mining Secretary, Ministry of Production of Argentine Republic and Cheng Qiuming, President, International Union of Geological Sciences made their addresses at the opening ceremony. Zhang Guoqing said, as a significant platform for the international mining industry to grasp fresh information and strengthen cooperation in mining, CHINA MINING has been held for 19 times, among which 10 were in Tianjin. The important annual conference for worldwide mining industries would be larger in scale, richer in meaning and more practical. We hoped that the various countries would utilize this great platform to seek practical cooperation involving more sectors at higher level and greater range. Tianjin would take its responsibility as the host and try its best to hold the high-level international conference. In addition, Qiu Chengming said that CHINA MINING is a great channel for sharing information and deepening cooperation. Therefore, the International Union of Geological Sciences, together with colleagues of the mining industries, would like to contribute to improving the sector and high-quality human life.

The Hon. Zhong Ziran, President of China Geological Survey, attended the opening ceremony, which was hosted by Peng Qiming, Chairman of CHINA Mining Conference and Exhibition and President of China Mining Association.
The event was first-ever hosted by China Mining Association and organized by Tianjin Minexpo Co., Ltd.. Attending the conference were over 10,000 people from 69 countries and regions, including government officials, experts and scholars, and representatives from mining enterprises and financial institutions. The conference included one theme forum, 10 summit forums and 50 special topic forums, with added stream forums of Prospector’s Annual Meeting, National Mining Academic Annual Conference, Metallogenic Theory and Geosciences.
