On the afternoon of October 21, China Mining Conference and Exhibition 2021 (the 23rd session CHINA MINING) opened in Tianjin. With the theme of " Multilateral cooperation, for development and prosperity of post-pandemic era",
this session the event aimed to jointly build a new pattern of international mining cooperation in the post-pandemic era through exchanges and cooperation among countries and regions, industries and enterprises, and promote the development and prosperity of the global mining industry.
Under the guidance of the Ministry of Natural Resources China and Tianjin Municipal People's government, and hosted by China Mining Association, this session will be held from October 21 to 23 with the combination of "offline + online". The main activities include opening ceremony, keynote session, breakout sessions, international mining exhibition, mining exchange shows, etc. Companies and participants from 36 countries and regions attended the event with 230 offline exhibitors.
The Hon. Ling Yueming, Vice Minister of the Ministry of Natural Resources China, delivered a speech at the opening ceremony. He pointed out that the global pandemic of COVID-19 epidemic and the world's unprecedented changes of the past century are intertwined. The uncertainty of the global economic recovery has risen significantly, and opportunities and challenges coexist in the international mining investment. We advocate extensive consultation, co-construction, sharing and multilateralism, continue to deepen bilateral and multilateral exchanges and cooperation with countries along the “Belt and Road” in the field of geology and minerals, promote mining investment facilitation and trade liberalization, and create a global mining supply chain with complementary advantages, thus facilitating a new pattern of mining opening up. We will actively deepen the reform of mineral resources management, fully liberalize market access for oil and gas exploration and exploitation, comprehensively promote the reform of the competitive transfer system of mining rights, and improve the government's supervision services in the field of mineral resources. We will explore the establishment of a resource exploration and development cooperation mechanism that conforms to the laws of mining, market and international models, and strive to give full play to the positive role of responsible powers in promoting the development of international mining
On behalf of the Ministry of Natural Resources China, Ling Yueming put forward three proposals: First, improve global mining governance and promote international cooperation. Economic globalization is irreversible. No country in the world can completely rely on its own resources to meet its own development needs. Multilateral cooperation is the correct way to establish a new pattern of international mining cooperation in the post-epidemic era. We should actively integrate into the global mining governance system, open up new paths for mining cooperation, seize opportunities for a new round of technological revolution and industrial transformation, promote mining transformation and upgrading and sustainable development, and build a community with a shared future for global mining. Second, respect trade policy rules and maintain development order. Persist in using the "golden key" of peace, development, cooperation and win-win results to solve the current problems facing the world economy, international trade and investment. China has formally submitted an application to join the "Comprehensive and Progressive Agreement for Trans-Pacific Partnership " to strengthen trade policy coordination between exporting and importing countries on mineral resource, maintain continuity, stability, and sustainability, and reconstruct a new order of multilateral development cooperation in mining, and build a community with a shared future for global development. Third, advocate green technological innovation and fulfill social responsibilities. To cope with climate change, we must vigorously promote energy conservation and emission reduction, and promote the transformation and upgrading of traditional industries. The mining industry should completely abandon extensive development methods, eliminate backward production capacity, accelerate the green and low-carbon transformation of the mining industry, and achieve green economic recovery and development. Persist in the harmonious coexistence between man and nature, strive to build a sharing mechanism between enterprises and various stakeholders, reshape the development of a new image of mining enterprises, and build a community with a shared future for life between man and nature.
