On the occasion of the opening of CHINA MINING Congress and Expo 2013, I would like to extend, on behalf of the organizing committee and the Ministry of Land and Resources of the People`s Republic of China, my sincere welcome to the delegates and new and old friends both at home and abroad!
Under the support of the international mining industry, CHINA MINING has walked 15 years’ history. In the tide of opening and cooperation of global mining, International Seminar on China Mining Regulations was born in 1999. In 2005 its name was changed to the CHINA MINING, and in 2009 having a tie with open and inclusive Tianjin, it entered a new stage of development. In the past of 15 years, we are glad to see that in all aspects of the joint efforts, coordinating the theme of time development, closely connecting with the development of mining industry and economy, expanding and enriching the connotation of the conference and exhibition, CHINA MINING has gained recognition and positive response, and has become an important platform of deepening exchanges and close cooperation and facing the future for the international mining industry, and has played a positive role in promoting the world mining and sustained economic development . In order to hold the CHINA MINING 2013 successfully we would like to work with all parties to further enhance the effectiveness of the conference, promote the inclusiveness, highlight the professionalism of the conference, and make more positive contribution to the continuous development of the international mining industry.
This year’s congress, as the theme of "opportunity, challenge and development", is very targeted and significant. At present, the world economy, still in the phase of deep adjustment, shows signs of recovery and also faces the problems such as foundation instability, power shortage, and the imbalance of the development, needing a long time for overall recovery. As a result, the global mining development momentum is slowing and there is turbulence contraction in commodity prices, trade, and the indexes of mining investment. However we should see more, the current international industrial structure adjustment and new technology revolution is accelerating and manufacturing and consumer expectations are emerging recovery, while mining development are faced with both challenges and also there are opportunities. The international mining industry should be confident, take the initiative to grasp the opportunities brought by the current global economic adjustment, deal with difficulties and challenges in the development of mining industry hand in hand, and take efforts to promote the global economy and sustained and healthy development of mining industry.
In the new stage of economic rapid growth, Chinese government taking the transformation of the mode development, adjusting the economic structure as a priority, the independent innovation as the core strategy, the release of "reform dividend" and giving play to the role of the market as a power, synchronously and rapidly advances industrialization, informatization, urbanization and agricultural modernization, and the quality and efficiency of economic development is rising steadily. The Chinese government attaches great importance to the mining industry`s ability to support economic development, promotes mining to realize scientific development vigorously, through measures such as the implementation of prospecting breakthrough action, comprehensive utilization of resources, the building of green mining and harmonious mining area, strengthens resource support capability, makes efforts to transform the mode of resource utilization and strives to improve the efficiency of resource utilization. In recent years, China`s main metallogenic provinces and belts 1:50000 regional geology and mineral resources survey coverage in an average annual increase of almost 5%, completed 25 kinds of important mineral resources potential evaluation including the iron, copper, aluminum and potassium, found a group of world-class reserves of ore deposits such as oil, natural gas, coal and uranium, molybdenum, nickel and other new , mining capacity increasing from 6.8 billion tons to nearly 10 billion tons The "three rates" of coal, copper, iron, phosphorus and other minerals mining, recovery rate and ore dressing recovery and comprehensive utilization rate level increased by 0.5 to 1%. China`s sustained and healthy development of the mining industry, not only strongly supported the construction of China`s modernization, but also made an important contribution for global mining and its stable development.
China`s economy has entered into an innovation driving, scientific developing new stage. The upcoming the third plenary session of 18th CPC central committee will make an important strategic deployment in comprehensively deepening reform to . We will conscientiously implement the spirit of the session, further deepening the opening up reform of mining areas and improve the comprehensive security ability of domestic mineral resources.
1. Constantly push forward the geological prospecting. China will adhere to base on domestic, vigorously implement the strategy of prospecting breakthrough action, focus on enhancing domestic energy resource support capability. In accordance with ‘the action program for prospecting breakthrough strategy plan deployment’, we are actively promoting geological survey and mineral exploration work in 20 important metallogenic zone, 78 integrated exploration area and fully implementing "the public interest first, business follow up, fund cohesion, integrated exploration, rapid breakthrough" new mechanism of geological prospecting, taking efforts to achieve significant progress in 3 years, a major breakthrough in 5 years , 8 to 10 years to restore the overall goals of mineral exploration development pattern and within 10 years or so, forming a batch of important mineral resources base, providing a powerful resources and industry support for China`s economic and social development. In prospecting breakthrough strategic action. China is starting a new round of geological prospecting, and the three years’ target is expected to over fulfill in the first stage.
2. Speed up the transformation and upgrading of the mining. The Chinese government is focusing on through the optimization and upgrading of economic structure adjustment and industrial innovation driven development strategy, building "updated version" of China`s economy in quality and efficiency. Specific to the mining, we need to accelerate the transformation mode of mining development, vigorously promote resource conservation and environmental protection, and realize the transformation and upgrading of the mining and green development. We insist on conservation priority strategy, actively carry out comprehensive utilization of mineral resources demonstration base construction, exploration development technology research and development and the standard research. We launched the first 40 mineral resources comprehensive utilization demonstration base construction, introduced the catalogue of mineral resources saving and comprehensive utilization, encouraged, restricted and elimination technology and the comprehensive utilization of resources and technology in China policy outline, issued 99 advanced technology of mineral resources saving and comprehensive utilization with independent intellectual property rights, wide range of application, good prospect, so as to guide and promote the economical and intensive use of resources. We have released three batches of 459 state-level green mining pilot units, and through carrying out the green mining and harmonious mining area construction, efforts are made to promote resource development and environment protection, the harmony of community development.
3. Improve the mining management services. China is pushing forward the administrative system reform taking the transformation of government function as the core, activating market, and building the fair competitive development environment for all kinds of enterprises. We will focus on streamlining the optimization of mineral resources management and approval procedures, fully give play to the role of market mechanism, improve the service system, improve the industry to promote mining investment facilitation and efficient. We will face all kinds of investment subject, including foreign enterprise, advance the mining right market and opening up and strive to create open, fair, multiple mineral resources exploration and development investment pattern. At present, China`s social capital in mineral exploration investment accounted for more than 70%, the mineral exploration market has formed in the social investment as the main body of the multivariate situation. We will actively strengthen the service function, geological information push service, promote the integrated exploration area prospecting information society public, promote and guide the enterprise investment
4. Deepen mining opening-up. The establishment of China (Shanghai) free trade experimental area marks a new stage of China`s opening to the outside world. We will continue to deepen the opening and cooperation in geological and mineral resources field, encourage foreign enterprises to make full use of its advantages in capital, technology, management, etc, in accordance with the relevant laws, actively participate in the fields of China mineral resources exploration and development, comprehensive utilization of mineral resources, shale gas exploration and development and so on, and share China`s mining development opportunities. We also support Chinese companies in foreign mining investment cooperation, advantage, responsibility, and realize mutual benefits and development between the host country and local community.
Ladies and gentlemen,
In the in-depth development of economic globalization today, mining has become one of the most important area of international economic exchanges and cooperation, and plays an irreplaceable role in promoting the common development and prosperity of all countries . In the key moment of the difficult economic recovery in the world, the international mining industry is more needed to closely unite, grasp the opportunities meet challenges, and promote the sustainable development of global mining, providing strong support for the world economic recovery. In addition, I put forward the following suggestions:
First, future-oriented, lay solid foundation of mining development. Although the global mining industry is still in the depth adjustment, in the long run, the development of a new round of mining "super-cycle" continues. As the emerging economies of global billions of people and continuous pushing of the industrialization and the urbanization in developing countries, in a long time the strong demand for mineral resources will exist. International mining industry should grasp the developing trend, set up of the faith of development, continue to strengthen basic inputs in capital, talent, technology, etc, make efforts to break the institutional barriers which restrict the development of the mining, actively promote economic structure optimization and industrial transformation and upgrading of mining.
Second, based on innovation, promote mining development ability. Mining is the knowledge and technology intensive industries. Give full play to the guidance and support of science and technology innovation to realize the sustainable development of mining industry and prosperity. International mining industry should continue to increase investment in mining science and technology innovation, and actively carry out research and development, application and promotion in the fields of theory, technology and equipment, standard and norms in geological prospecting, comprehensive utilization, new energy, mine safety and environment protection, and increase mining innovation driving ability. All countries should further deepen the system innovation, and constantly standardize the order of the mining market, and promote sound mining investment policy and market environment.
Third, deepen cooperation and promote common development of mining. Different countries have different resources endowment, and mining economy is closely interdependent. Deepening exchanges and cooperation and promoting the complementary advantages are the path to realize the win-win development of national mining. In the face of the current world economic recovery and global mining deep adjustment, the international mining industry needs to unite more closely, firmly implement the open cooperation policy, strengthen information sharing and mining policy dialogue and promote international exchange of scientific and technological cooperation and technology innovation and management experience in the field of mining, promote mining investment liberalization and facilitation, build together mutually beneficial and win-win global commodity supply-demand and trade patterns.
