Honorable Minister Jiang Daming, distinguished guests, ladies and gentlemen,
We are very grateful to the Government of the People’s Republic of China for inviting us to participate in CHINA MINING Congress and Expo, which offer us an opportunity of exchanging, and we can communicate with each other about the mining investment policies.
Currently, the relationship between South Africa and China is in a very good shape. Earlier in August, 2005, the two countries already signed an agreement of comprehensive strategic partnership of cooperation. South Africa has made relevant mining legislation to achieve sustainable development. Therefore, the law has provided us with sound economic and social environment, and in the meantime, it has guaranteed people’s health and safety, which are very important for our mining prospecting and project development, and bear vital importance both for now and the future.
We hold the principle that guaranteeing harmony and safety should be attached with equal importance as making profits, which is of great significance in mining exploitation as the current resources have been in exhaustion and economy has a very limited developing potential. In the long run, impartial and strict law has a temporary impact on the economic benefits, but it will play a profound role in sustainable development.
Our domestic economic development is also in need of relevant legal guarantees. Meanwhile, South Africa must take compliance into consideration. Presently we are conducting cooperation with the industry to ensure compliance development of our enterprises, and we are also expanding new frontiers, such as the natural gas, as our president announced the exploitation of petroleum and natural gas in several new regions.
Ladies and gentlemen, if a sustainable mining development is to be secured, we must make a clear definition of procurement, property right and the principle of community, so that community can be involved in gaining social benefits from mining. We are enhancing the exploration of energy projects, and by opening these fields, we aim to bring benefits to the mining industry as a whole. We also have associated fiscal measures, complete infrastructure facilities and terrific legal framework. These are tangible opportunities, which are able to guarantee our social development and assure the interests of investors. Besides, we have the Mineral Council, which creates a wonderful mining environment and supports the mining development in South Africa.
