The Chinese government and coal enterprises attach great importance to technical exchanges and cooperation with all ASEAN countries in coal and related fields. On November 9, at the China-ASEAN International Capacity Cooperation Forum 2017, Tian Hui, vice president of China Coal Industry Association and deputy director of the coal industry technical committee, said that in the future, the Chinese government will also encourage enterprises to further expand the scope of investment in ASEAN countries and Scale investment, continue to innovate ways of cooperation, enhance the level of cooperation and quality, and transform from a breakthrough in key areas to an all-round, multi-level and broad-area cooperation pattern.
Tian said that since the reform and opening up, with the great attention paid by the Chinese party and government, major breakthroughs have been made in China's green and safe coal mining technology through international exchanges, cooperation and independent innovation. Significant progress was made in clean and efficient coal utilization. Breakthroughs were made in the development of a number of modern coal chemical key technologies and equipment with independent intellectual property rights such as coalification and coal-fired power plants. The ultra-low emission standards for coal-fired power plants are at the advanced international level.
In recent years, China Shenhua Group has invested in three large-scale coal power projects in Indonesia, of which China Shenhua Guohua Indonesia South Sumatra power plant project started construction in July 2009, all units in operation in November 2011, as of 2017 The total power generation was 10,823 million kwh on September 30, 2008. The plant was also awarded the title of best IPP plant in Indonesia and successfully passed the gold certification (highest level) accreditation of Indonesia's SMK3 (Safety and Health Management System). The Indonesian Java Power Plant was started on October 5, 2017. Located in Serang City, Banten Province, Indonesia, the project is currently the largest stand-alone unit in Indonesia and the largest stand-alone unit exported by Chinese enterprises. It is planned that all units will be put into operation before the end of 2020 . In 2017, China Shenhua and Indonesia's National Power Corporation officially signed the "Strategic Cooperation Framework Agreement" to further deepen the cooperation.
According to the statistics of the Ministry of Commerce of the PRC, in 2016, only 28 Chinese projects were invested in Indonesia, Vietnam, the Philippines, Myanmar and Laos, including 28 projects of coal-fired power plants, coal mines, coal railways and coking plants with a total investment of 5.8447 billion U.S. dollars.
