Increasing demand, market realities pushing Chinese companies abroad

China`s outbound investment in mining assets rose 83 percent to $24.8 billion last year on the back of the nation`s growing appetite for commodities, industry experts said on Monday.

Ban Yongzhi, an official with the foreign investment and cooperation department of the Ministry of Commerce, said China`s outbound investment in the mining sector reached $106 billion by the end of 2013 and accounted for 16 percent of China`s overall outbound investment. 

During the first nine months of this year, China`s outbound non-financial investment reached $74.9 billion, up 21.8 percent year-on-year, according to the ministry.    

"At present, 1,397 Chinese companies have invested in foreign mining assets like oil and gas exploration, ferrous and non-ferrous metals exploration and refining," Ban said. "Chinese mining companies are accelerating their steps in overseas markets."
    
 Under the new foreign investment management guidelines that were implemented from this month, companies only need to maintain records for outbound investments projects rather than having to get official approvals.
    
"Up to 99 percent of the projects require only records and a few ones involving sensitive countries or industries still need to go through the approval process," Ban said. "The new guidelines will boost Chinese companies` outbound investment, especially in the mining sector."
    
China has reduced the approval process for domestic companies that want to invest overseas from 15 days to about three days.
    
He said many companies chose to invest abroad because they need to improve their production techniques and to be a part of the global supply chain for raw material sourcing.
    
The Zhejiang-based and privately held mining firm Huayou Cobalt Co Ltd decided to invest in cobalt and copper mining, processing and refining plants in Africa in 2006.
    
Huayou Cobalt was initially a trading company.
    
 But as China`s demand for cobalt, an important raw material for batteries, grew, and with about 90 percent of the demand coming through imports, the company decided to invest in the cobalt mines of Africa, Li Xiaodong, vice-president of the company, said.
    
Although Chinese mining companies have been investing in countries such as Australia, Canada, Africa, Russia, Peru and Chile, there are still obstacles hampering further growth.
    
 Zhou Yongmei, senior manager of the mining sector with the World Bank, said most of the Chinese companies invest in low-and middle-income countries.
    
"These countries have a vulnerable political system that often poses risks to investment."
    
She said Chinese companies take huge risks when they invest in countries where there are not enough jobs for locals. Civil wars can also cause huge capital losses.
    
"The government is working on steps to improve and increase overseas investments by promoting the green-credit policy," she said.
    
The Ministry of Environmental Protection will soon submit a list of companies that have violated environmental protection regulations to the China Banking Regulatory Commission. The commission will limit, suspend or withdraw loans to the companies in the list.
    
Bie Tao, deputy head of the policies and regulations department with the environmental protection ministry, said mining companies must take steps to control the environmental impact from their operations. "Environmental risks are the main criteria that banks weigh before approving loans," he said.
    
The government would use the loans and other financial measures to limit overseas investments and ensure that the companies work in an orderly fashion.

Chile seeks wider cooperation with China

Chile hopes to expand its trade with China in addition to its major export of copper, the country`s ambassador to China said on Tuesday.

 

"Cooperation between the two countries may not be limited to a model in which China is a copper consumer while Chile is a main provider. The industrial structure of the two countries is complimentary," said Jorge Heine at the CHINA MINING Congress and Expo in north China`s port city of Tianjin.

 

"Though influenced by the slowdown of the world economy, Chile`s copper exports are now steady. Copper is very important to us, but I would like to diversify exports to China with more fresh food and cultural products," he said.

 

Trade between China and Chile jumped to over 30 billion dollars in 2013 from 8 billion U.S. dollars in 2005, when the two countries signed a free trade agreement.

 

In the first three quarters of 2014, copper accounted for 79 percent of Chile`s exports to China, according to Heine.

 

He said he hoped the two sides can cooperate more in food, wine and clean energy, and that he will try to attract more Chinese investment to Chile.

China and Mexico should further expand mining investment

“China and Mexico should work in concert and further expand bilateral business investment in the mining industry based on the current solid cooperative foundation. Comprehensive cooperation should be applied to deepening geological survey, exploring and prospecting mining resources, processing trade and environmental protection. In this way, we can make continuous progress of the mining cooperation.” Mr. Li Jinfa, Deputy Director General of China Geological Survey, said on the 2014 CHINAMING Mexico Mining Investment Forum.

Mr. Li Jinfa said that China and Mexico, two important mining countries with abundant mining resources, have close relationship in mining investment as well as in trade and economy. The two countries have complimentary partnership. China is Mexico’s second largest trade partner and Mexico is also China’s second largest trade partner in the Latin America. With great growth potential, the mining business between the two sides is vigorously developing. China and Mexico have become important trading and investment cooperation partners. Positive contribution made by the implementation of batches of important mining investment projects has brought benefits to economy development, job settlement and well-being improvement. With the support of Sino-Mexican mining cooperation groups, a series of pragmatic and concrete cooperation has been carried out and developed. Besides, China’s Ministry of Land and Resources also establishes our friendly and cooperative relations with Mexican Ministry of Economic Affairs. The high-levels frequently exchange the ideas, as a result of which the cooperation mechanism has been improved. Adapting to structural differentiations of mining industry and strengthening differentiation competitiveness

In the morning of Oct. 22nd, the Mining Development High-level Forum of CHINA MINING 2014 was held. More than 10 executives from domestic and international large-scaled mining companies and related companies including China Minmetals Corp., China Metallurgical Geology Bureau, China National Gold Group Corp., Aluminum Corp. of China and Datong Coal Mine Group Co., Ltd gathered together and discussed the development opportunities of global mining industry. Mr. Zhong Ziran, Director of China Geological Survey institution, chaired the forum.

From 2013, global mining industry displays declining trends after the overexpansion of bull market. The pressure of global mining economic decline is aggravating and mining industry is experiencing profound adjustment. The present executives all had same feeling for that. The budget of global solid mineral exploitation was 14.4 billion US dollars in 2013 whose drop range reached 30%. The investment for geological exploitation of China was 45.979 billion RMB. Compared to the same period of the previous year, it declines 8.4% and it’s the first time of declining of Chinese geological exploitation in a dozen of years. Mr. Xu Zhixun, deputy director of China Metallurgical Geology Bureau, pointed out that Chinese mining economy is wandering in depression. However, the cost is high. Geological exploitation is going into the downturn. The adjustment of central finance is slowing down and combination of local finance is weak. The commercial capital should still be waited and examined.

Mr. Li Fuli, vice president of China Minmetals Corp., summarized that currently there are three structural differentiations in ecological circle of mining industry. The first is differentiation in market trends of nonferrous metals and ferrous metals. It seems that nonferrous metals will have a rally while ferrous metals will keep declining. The second is differentiation in competitive situation of mining enterprises. In mineral resources, mining magnates are constantly enlarging their production while the small-scaled mines stop producing and wait for work. In trade flow, financial investment institutions withdraw while foreign traders appear and strive for upper position. From the whole world, there is regional differentiation in location structure of mining enterprises. He suggested that mining enterprises should locate in different places. Mining enterprises should locate in those countries with outstanding resources advantage and preferential mining policy and they should pay more attention to the metal production of high technology. The industrial chain should be arranged according to the industrialization.

How to cope with the variation of adjustment period? Executives reached a consensus in the heated discussion. During the process, enterprises should adapt to the structural differentiations of mining industry and strengthen enterprises’ differentiation competitiveness. They should change the extensive, blind and chaotic situation and gradually make mining industry develop for fine sorted and specialized new structure. The caution of international investor generates the opportunity of purchasing resources in low cost. For handling risks, the central finance insists that resource and environment are equally important. They should do more for fundamental geology and make significant adjustment in major type of investment direction which will make prospecting people and investors reconsider the layout of national geological work so as to find new opportunities. Domestic risk exploitation market is forming gradually and capitalization of mineral rights properties is speeding up. In the morning of October 22nd, N7 major meeting room at Meijiang Convention and Exhibition Center in Tianjin were packed with audience. At 9 o’clock, Mining Ministers Forum, hosted by China Mining Association, held at Rm.N7. The forum, chaired by Mr.Wang Min, Deputy Minister of Ministry of Land and Resources, saw 10 mining ministers, vice ministers and directors of geological survey from different countries going to stage to demonstrate national mineral development advantage and potential, and carrying out heated discussions about issues like the relationship among international mineral cooperation, mining exploration and environment.

A grand stage of demonstrating national advantages

Ten Ministers and Vice Ministers participating the forum are: The Hon. Mr. Brian Gray, Assistant Deputy Minister of Natural Resources Ministry of Canada, The Hon. Mr. Robert Persaud, Minister of Ministry of Natural Resources and the Environment of Guyana, The Hon. Mr. Boubou CISS, Minister of Ministry of Industry and Mining of Mali, The Hon. Mr. Mario Alfonso Cantú, General Coordinator of Mining of Mexico, The Hon. Mr. Jorge Omar Mayoral, Secretary of Argentina Mining, The Hon. Mr. Imran Khan, General Director of Geological Survey of Pakistan, The Hon. Mr. Slawomir Brodziński, Chief Engineer of Ministry of Environment of Poland, The Hon. Mr. Ahmed Mohamed Sadig Elkarouri, Minister of Minerals of the Republic of Sudan, The Hon. Mr. Walter.K Chidakwa, Minister of Ministry of Mines and Mining Development of Zimbabwe and The Hon. Mr. Gullermo Shinno Huamani, Vice Minister of Ministry of Energy and Mines of Peru.

Showered in soft light, the stage saw ten ministers and vice ministers delivering speeches respectively. The Hon. Mr. Ahmed Mohamed Sadig Elkarouri, Minister of Minerals of the Republic of Sudan, said that CHINA MINING Congress and Expo is not only an important world congress, but provides a significant platform of studying and judging of world mineral development trend and conducting international mining cooperation.

CHINA MINING Congress and Expo has become a grand stage of demonstrating national mining exploration advantages for all of the countries. Almost each director and minister urgently demonstrated national mineral exploration advantage at the beginning of their speeches with the hope of attracting foreign investment.

“Canada welcomes every country to invest in mining by introducing plenty of incentive measures of mineral development.” said The Mr. Hon. Brian Gray in the beginning. According to his introduction, Canada not only enjoys optimal geological condition, but has preferential tax policies in mining exploration, and the Canadian government is sparing every effort in advancing free trade.

The Hon. Mr. Jorge Omar Mayoral demonstrated resource advantage of South America: copper reserve accounts for 40% of the world’s copper reserve, silver reserve 30%, zinc reserve 20% and lithium reserve more than 60%.

Peru attracted people’s attention through preferential policies. The Hon. Mr. Gullermo Shinno Huamani introduced that Peru would continue to offer more preferential policies in 15 years, and government will be immediately involved in solution if any legal problems should arise in investment. For those foreign businesses investing in Peru, the Peruvian government will not only provide many conveniences, but grant citizen treatment without any discrimination.

The reason why the ministers and directors demonstrated national mineral development advantage was that almost all of them believed that opening to the world would be beneficial. Mining industry of every country has shared sorrows and happiness, and it is universally acknowledged that the colleagues of international mining should join hands together to create mutual benefits and win-win in the spirit of activeness, pragmatism, balance and mutual benefit.

Promoting green mining model together

“Green mine construction”, a green model and sustainable development not only is the goal that Chinese government pursues, but dealing well with the relationship between resource exploration and environmental protection and harmony of community is the eternal project that every country has been exploring and striving for, as many directors and ministers said.

Located in South America, Guyana, 3% of national territorial area covered by tropical forests, has a large amount of resource such as gem, gold, diamond and bauxite , and abundant oil and gas reserves. However, the question is whether Guyana is able to preserve the tropical forests well while exploring resources.

The answer is positive. The Hon. Mr. Robert Persaud, Minister of Ministry of Natural Resources and the Environment of Guyana, was left a great impression by the speech made the day before by Mr. Jiang Daming, Minister of Ministry of Land and Resources, PRC, quoted as “I listened to the speech by Minister Mr. Jiang Daming, and he said that China not only pursues economic benefits, but is dedicated to a better and greener environment. China wants to take a path of sustainable development and has made the policy of sustainable development through technology and system innovation. It is the same with Guyana.”

A green mineral development model and low-carbon strategy made by Guyana has reconciled the contradiction between mining exploration and environmental protection of this South American country. Guyana is one of the countries in the world that have lowest forest loss rate while conducting large-scale resource exploration.

When operating mineral exploration in Poland, an enterprise is required to receive the inspection of safety of land and resources and environment, and permission must be granted by Ministry of Environment before resource exploration. In addition, as The Hon.Mr. Slawomir Brodziński introduced, a large quantity of profits resulting from resource exploration must be allocated to the local communities. 

The Hon. Mr. Walter K. Chidakwa Minister of Ministry of Mines and Mining Development of Zimbabwe referred to the speech made on green development by Mr. Jiang Daming. Zimbabwe is exploring how mining exploration can be better integrated into economic and social development, including the development of regions, the country and the whole area. Mr. Chidakwa said, “We are exploring better mining development so that our residents and employees will comprehend that large-scale mining exploration not only can bring real benefits to them, but environment can also be preserved well. Furthermore, environment can be quickly restored if destroyed.”

Strengthening the Confidence in Mining Development

As the major driving force of global economy, mining industry not only shoulders the burden of stimulating economic recovery, but also is facing great pressure of transformative development. At present, however, global mining is undergoing a certain extent of adjustment and even declining, and mining product price remains low. 

Among ten directors and ministers, there were new guests who participated in the congress for the first time as well as old friends. Whatever old and new friends, they all expressed their strengthened confidence in global mining development at CHINA MINING Congress and Expo, holding the belief that the fundamental trend of an upward global mining remains unchanged.

It was the fifth time that the Hon. Mr. Jorge Omar Mayoral had been to Tianjin. He marveled that it was of vital importance for Argentina to come to Tianjin to participate in CHINA MINING, and Argentina is very willing to conduct cooperation with the government, enterprises and experts in China. As an experienced insider of mining industry, he thought that it is normal to see mineral product price fluctuate in the progress of mineral development, but the lowing trend is not expected to remain too long. Mineral product price is sure to grow in the near future as history trend develops. 

“Although we are facing some difficulties at present, there is no need to doubt the constant development and development trend of mining industry, which is what I want to highlight today. We should make correct evaluation about mining development on the basis of our discussion about the development trend and macro-policy of mining industry at CHINA MINING Congress and Expo.” said The Hon. Mr. Jorge Omar Mayoral.

The development goal of Poland is to free Europe from relying on mineral product export. “Poland has rich mineral resources, highly educated human resources and relatively state-of-the-art technologies. Therefore, we should take a leading role in resource exploration and geological survey in Europe Union.” said The Hon. Mr. Slawomir Brodziński. 

A number of directors and ministers also indicated that China’s development by leaps and bounds not only has surprised all countries in the world, but will provide more markets for all mining manufacturing countries.

Certainly, some directors and ministers said coincidentally that we not only should see profits and incomes, but also respect the wealth left to humans by nature—recalling the history of human development and industry demand, we can easily conclude the importance of mining to development.

The forum approached an end at 12 o’clock. In the morning of Oct. 22, the reporter exclusively interviewed Mr. Wang Min, vice Minister of the Ministry of Land and Resources during the coffee break of the “Mining Ministers Forum”. On this forum, ministers, vice ministers and geological survey directors from 10 countries gathered here and discussed topics about the sustainable development and exploration of the global mining industry. As the host, Mr. Wang Min was very busy and his making time to accept the interview was very precious.

Mentioning the CHINA MINING 2014, Mr. Wang Min spoke in a plain tongue that the Congress actually is a big platform. All countries are developing win-win cooperation in the mining industry, promoting the healthy sustainable development and supporting the healthy sustainable development of the whole economic society. He spoke in confidence that in the current situation, the CHINA MINING is better and better in terms of scale, size and influence.

How to evaluate the status and influence of the CHINA MINING platform? Mr. Wang MIN said that since the distribution of mining resources is not balanced, it is impractical for a country to meet the demand of its own development in isolation with other countries’ resources. Besides, along with the deepening of globalization, the mining industry of all countries actually is sharing a common destiny. Therefore, it is an irresistible trend for countries to implement positive, pragmatic, balanced and mutual beneficial cooperation. In these circumstances, the platform provided by the CHINA MINING is very important and necessary.

Mr. Wang Min specifically emphasized that we should promote the harmonious unification of resource exploration, environmental protection, mining prospecting and community development. “The exploration of the mining industry is involved with environmental protection and the coordination with local people’s interests. How to deal with the relation of these three aspects?” Mr. Wang Min relied that the right attitude and methods go with what Minister Mr. Jiang Damin has said. Explore the fortune while protecting the environment. The exploration should bring benefit to the local people and strengthen the protection of the local environment.

It is an ever-lasting project which arises the common concern around the world. “We do not forbid exploration. What we are concerned about is how to explore.” Mr. Wang Min has a strong feeling about this topic. He said that innovation should play an important role to reach this. Innovation is an important engine for the sustainable development of the mining industry. In order to promote the recovery and transformation of the industry, innovation should play a leading and supporting role so that the industry can receive benefit created by technology innovation, management innovation and mechanism innovation. The leading role of the CHINA MINING is not only the commerce but also the management, the policy and the ideas. “If all of us reach a consensus on this, we will be coordinated in recognition and actions.”

Mr. Wang Min said that on this platform, every country expressed their good wishes to attract investment from other countries. From this we learned the great potentials and prospects of the international mining cooperation as well as our resolution and wishes to expand exchanges and cooperation.

The Hon. Mr. Ahmed Mohamed Sadig Elkarouri, Minister of Minerals of Sudan: The wonderful Tianjin is of great development advantage

In annual CHINA MINING Congress and Expo, Sudan delegation are composed of high-level delegates, including ministers, ambassadors and some significant companies in mining-related industry.  In CHINA MINING Congress and Expo 2014, Sudan sent a 30 people’s delegation lead by The Mr. Ahmed Mohamed Sadig Elkarouri, Minister of Minerals of Sudan.  

“Tianjin is a wonderful city. We look forward to the development advantage of Tianjin.” Mr. Elkarour was satisfied with the favorable city appearance of Tianjin and the thoughtful conference agenda arrangement. “Sudan installed stalls in the exhibition hall. We want to know more about the newest situation of different countries in mining development, involving technical progress and enterprises development. Additionally, for showing Sudanese development in mining industry to China and the world, we brought ore samples and leaflets to introduce our gold mines, iron mines and some rare metals.”

He indicated that the cooperation between Sudan and China, especially the cooperation with Tianjin, are of great effectiveness.
