Ju Yitai, deputy director of the Chinese Metallurgical Geology Bureau made a speech on the top forum of CHINA MINING 2013 on the theme of Mining Development. He said that the mining industry had the capability of bearing the risk of investment and development and enduring the slow output benefits as expected. Therefore, the inverse cycle and the reversed transmission formed in the weak global economic growth will be conductive to promoting the long-term stability of the mining market.

Ju Yitai expressed that the momentum of current global economic growth is insufficient and presents a state of soft recovery and weak growth. As a result, the mining investment growth rate was dropping, the mineral products’ prices presents a high downside volatility. Although the world economy stays in a weak growth stage, the mining industry’s development is still one of key factors of economic development. The trend of the improvement of the mining market and the investment growth of the mining industry will continue. Therefore, we should keep confidence in the development prospects of the global economy of the  mineral resources.

First of all, the unbalance and discordance of the supply and demand of mineral resources will exist for a long time. Especially in the emerging countries, the rigid constraints of resources for the economic and social development will not change. The industrialization level of the most of the countries was positively related to the consumption of mineral resources. Therefore, including China, the recoverable reserves of mineral resources are difficult to meet the demand of sustainable economic development. Moreover, the globalization of the allocation of resources will lead to the further demand for the resources, and in the next 10 to 20 years, the demand for mineral products will remain strong, but the super cycle of global mining is far from being finished..

Second, the industrial characteristics of the mineral resources development and the law of the industrial development determined that the mining market  will remain relatively stable in a certain period of time. On the one hand, the inherent characteristics of the mining economy, coupled with the changes in the economic environment were not fully synchronized, which presented a lag which is easy to form a staggered development effect, namely an initiative inverse regulation run by the mining investment market players through making use of the conduction period. On the other hand, the weak growth gives rise to the decrease of commodity demand and prices correction, which consequentially makes the market passively adjusted. With these two circumstances’ alternation, de-stocking and the removing of the production capacity may dominate the global mining industry trends, and the exploration risk makes the application and promotion of new technology in full swing. The intensive management development such as the concentrated exploration and prospecting will be paid high attention to and got supported. The integration of mining and enterprise, size-investment and environmental development become possible, and the utilization of the super-large mineral resources will form a large-scale commercial ability in the future, which brought the result that the production cost will decrease relatively, industry profits will increase under intensive management and commodity prices will also rise with the adjustment of global commodity supply and demand. On November 4,in CHINA MINING 2013, the mineral reserve department of the Ministry of Land and Resources held the forum” Popularization and Application of Advanced and Applicable Technology for Mineral Resources Saving and Comprehensive Utilization" with Chinese Academy of Land and Resources Economics, which focused on the significant improvement that the applicable and advanced technology effected to the development the exploitation and utilization of resources, and built the communication platform for the advanced technology of mineral resources` saving and comprehensive utilization. CHINA MINING 2013 ended successfully on November 5.

This year, mining ministers or vice ministers from more than 20 countries and regions, such as Australia, Canada, South Africa, Peru, Sudan, Serbia, Zimbabwe, Ethiopia, India, Greenland, are invited to come to Tianjin China.

“Willing to Open the Door to Foreign Mining Investors”

“Our door is open”, said Mr. Kamal Abd El-Latif, Minister of the Ministry of Minerals of Sudan, in Sudan Mining Investment forum, showing his open mind to the foreign mining enterprises. He said that Sudan government has rolled out some relevant laws and regulations and policies on mining, so as to protect the right and interest of foreign investors. Sudan`s mining ministry is planning the construction of a geology survey research center to provide more geological information for foreign investors. Walter K. Chidhakwa said that Gold and platinum group metals, diamonds and other mineral resources are very abundant in Zimbabwe, but their exploration technology level is not high, thus the discovered grade of mineral deposits is generally not deep. Consequently, he hoped that foreign investors can bring them with advanced technology to help Zimbabwe enhance the level of Mineral resources exploration development. He added that Zimbabwe has just set up a new government; they Will work hard to create an excellent and stable investment environment for foreign investors in the future. Germán Elías Alba, Deputy Minister of Minerals and Metallurgy of Bolivia, said Bolivian mining police is fair, transparent and impartial, and the new mining act explicitly stipulated to protect the interests of foreign investors. Bolivia will treat the State-owned enterprises and private enterprises equally without discrimination, and it encourages middle and small-sized enterprises to explore and develop mineral resources in Bolivia. Jorge Merino Tafur, Minister of Peru Ministry of Energy & Mines, marked that, the Peru government has been encouraging foreign mining companies to invest in Peru in recent years. So far, it has established a favorable security system. He said” our Peru government is willing to provide an all-around security system and support in policy and management.”

According to information, China has developed the cooperation with these countries in mining industry, or has signed a formal cooperation agreement, or has already signed a memorandum of understanding. At present, China`s enterprises have invested $4 billion in Peru on mineral resources exploration and development; the cooperation between China and Zimbabwe, Sudan has made important progress in geological investigation, personnel training and the mining enterprise investment.

Jiang Daming expressed the open mind of Chinese mining industry when meeting with these foreign mining ministers: China will continue to deepen the opening to the outside world and cooperation in geological and mineral resources field; encourage foreign enterprises participate actively, in accordance with the relevant laws and regulations, in China mineral resources exploration and development and comprehensive utilization, etc. China also supports domestic enterprises to develop foreign mining investment cooperation, exploit the advantages to the full, meet their obligations, and then to realize mutual benefit and development with the host country and local community.

In addition, China is willing to carry out extensive and in-depth cooperation with other countries in terms of geological investigation, talent exchange and training, etc.

Respectively, Germán Elías Alba, Deputy Minister of Minerals and Metallurgy of Bolivia said that there are many areas in Bolivia are still relatively primitive farming areas, providing the condition for the development of mining in one hand, but also putting forward higher requirements for ecological protection on the other hand, Bolivia is in urgent need of the modern mining development pattern. He hoped his country would receive advanced technical support from overseas. What’s more, recently Bolivia introduced a new law, putting forward clear requirements on environmental protection. Jens-Erik Kierkegaard, minister of Ministry of Industry and Mineral Resource of Greenland Autonomous Government introduced in detail the Application Requirements of Greenland mining right in the mining minister forum. It includes the environmental and social sustainability of mining development and its revenue to the community. In the next few years, Greenland will roll out some policies on safety, security and environmental protection. Shri R.H.Khawaja, India State Secretary of Ministry of Mines, pointed out that environmental problem is a big challenge facing India in the exploration and development of mineral resources. India will intensify research and development of science and technology, promote the comprehensive utilization of mineral resources, so as to realize the sustainable development in mining. Marian Campbell Jarvis, Assistant Deputy Minister for the Minerals and Metals Sector, Dept of Natural Resources, denoted that she hoped mining companies would take on more social responsibility, invest more on research and development of advanced technology, strengthen environmental protection better, improve the resource use efficiency, and promote green development.

“Hope to seek more cooperation in the platform of CHINA MINING”

Over half of the mining investment in Mongolia is from China

In the session of "Policy and Finance" of CHINA MIINING 2013 which was recently held, Chulunbat who is the vice minister of economic development of Mongolia, expressed that mining economy was an important impetus for Mongolia`s economic development. Mining economy of Mongolia accounted for 20% of the Mongolia`s GDP and 70% of the overall industrial production value and19% of export trade value. According to the report, for a long time, over half of the mining investment in Mongolia is from China.

The reporter learned from the forum that the updated investment law of Mongolia passed in early October this year came into force on 1 November, and series of supporting laws included Mining Act and Environmental Law will also be launched in recent months. The new investment law describes that mining and other industries of Mongolia invested by foreign state-owned enterprises hold the proportion of shares more than 33%, then the enterprises only should be approved by government departments of their countries and need not again submitted to parliament for approval.

In recent years, the legal environment of Mongolia is changeable. A series of policies and measures had weakened the foreign investments in this country. And these policies and measures have been complained by a lot of foreign enterprises including Chinese enterprises. Therefore, the local investment environment has been affected, resulting in a large number of foreign enterprises have to evacuate.

It is understood that since this year, foreign direct investment in Mongolia fell 41% year on year which led directly to a decline in the country`s foreign exchange reserves and national currency devaluation and other issues. It also had a great influence on the development of the mining economy in this country. Taking an example of gold mine, gold production of this country was only 2.5 tons last year, and substantially reduced over the previous few years. The phenomenon of illegal gold mining has become increasingly severe.

Chulunbat said that Mongolia`s authorities had realized that formulating policies and laws previously set was rather one partial. Implementation of the new investment act will help to restore the interest loss of foreign investment and create the investment environment of " have a better development opportunity, have a more stable development space"

In addition, recently Long-term Development Program for Mongolia-China Strategic Partnership which is signed by Mr. Norov Altankhuyag,. Regional geological survey highlights prospecting breakthrough

On Nov.3rd, The Progress and Achievements in Geological Survey forum of CHINA MINING 2013 was held. The journalist learned from the forum that China would continue to strengthen geological survey in important metallogenic area. A batch of newly-found mineral occurrences and prospecting clues pointed out the direction for prospecting.

China had completed 1:50000 regional geological survey with an area of 210,000 square kilometers (accumulatively completed 630,000 square kilometers in 3 years), which had improved work in metallogenic area by 17%. More than 590 mineral occurrences had been newly found and regional geological features and prospecting background had been ascertained by regional geological survey; 4126 geophysical anomalies had been discovered, 218 geophysical anomalies had been verified, ore had been found in 42 geophysical anomalies; 309 geochemical anomalies had been zoned, 56 geochemical anomalies had been verified and ore had been found in dozens of geochemical anomalies. Besides, China had carried out 21 fundamental geology comprehensive studies in the important metallogenic belts, creatively worked out metallogenic geological background map which could provide detailed and intuitional geological background information. China also obtained new ideas in the research of big regional fundamental geological problems, which pointed the way for future prospecting. 

Xiao Guiyi, Deputy Director of Foundation Department of China Geological Survey, introduced that exciting discoveries of prospecting in many areas resulted from regional geological survey. 63 mineral occurrences had been discovered around metallogenic belt of Qaidam Basin; 38 mineral occurrences had been discovered in metallogenic belt of Kunlun-Altun Mountain. Prospecting of copper multi metal and iron ore had made great progress; More than 20 mineral occurrences had been discovered in metallogenic belt of Tianshan Mountain; 64 mineral occurrences had been found in the north of metallogenic belt of Great Khingan. Iron Ore - Speed up the base construction of overseas supply

CHINA MINING held two forums with the theme of iron ore on Nov. 3rd. Researchers and entrepreneurs from domestic and foreign mining field conducted a comprehensive analysis and interpretation about current and future global iron ore production, supply and demand and price trends and other hot issues. They put forward some suggestions on how to deal with the challenge of Chinese resources——Accelerate the pace of overseas iron ore supply infrastructure.

Wang Yingsheng, director of Market Research Department of China Iron and Steel Industry Association, introduced that since 2011 the domestic steel prices plummeted, and the current price is the same as that of 20 years ago. However, the cost of production has increased substantially and therefore the entire steel industry entered into low profit or loss situation. Even so, in the long run, as China`s urbanization, industrialization and agricultural modernization, the demand for steel will still maintain a growth trend. As the international countries engaged in their exploration and development of iron ore currently, the global iron ore production has been increasing. We can expect in the next few years, the global iron ore supply will be adequate with an annual output of about 0.7billion ~ 0.8billion tons.

Wang Jionghui, the GM of Exploration and Development Company of China Minmetals Group, said in his speech, up to now, our dependence on foreign iron ore rose to 68.5% with a consumption of 5.3 tons of iron ore resource per capita, which has great difference between China and the other developed countries. It has a great potential in the iron ore exploration market.

Wang Jionghui said, up to now, the four iron ore giants BHP, Rio Tinto, vale and FMG`s iron ore production accounted for 40% of the total output of global iron ore, its shipping capacity accounted for 70% of the one of the whole world. From 2013 to 2019, global iron ore production will be planned to add750 million tons, of which four iron ore giants accounted for 480 million tons which is 64% of the production planned to add The four global iron ore base, namely Australia, Brazil, India and South Africa has been formed gradually in the future. Therefore, the current challenge we need to face was highly centralization of the global iron ore supply structure and the monopoly prices as well.

Wang Jionghui suggested that in order to cope with the long-term monopoly situation by iron ore, China`s mining enterprises should accelerate the construction of overseas iron ore base. If the overseas iron ore mining rights increased, it would make the iron ore prices return to a certain level, otherwise the price situation monopolized by four giants was difficult to break.

Chen Jiabin, director of manage research room of China Land Resources Economy Research Institute, also introduced in his paper the comprehensive utilization of the iron ore tailings. At present, the discharge amount of iron ore tailings was about 800 million tons, and the average grade of iron was more than 10.5%, which distributed in the iron ore raw material base. Among them, 25%iron ore tailings can be recyclable to reuse, but the mining our country did not carry out utilization comprehensively accounted for the majority. On Nov. 3rd, on Gold forum of CHINA MINING, Du Haiqing, deputy general manager of China Gold Group Company, said the gold enterprises must strengthen scientific and technological innovation in our country to overcome the difficulties, which was determined by the status of China`s gold industry.

"Scattered distribution of resources and limited resources, needed to improve production technology and equipment level, safe environmental protection, energy conservation and emissions reduction, high-tech and high value-added gold products remain to be further developed." Du Haiqing summarized the four phenomena China`s gold industry were facing.

How to implement the strategy of scientific and technological innovation drive and promote the sustainable development of industry health? Du Haiqing thought the five aspects:

Innovation to drive became the major strategic development strategy of gold industry. After several years of rapid development of gold industry in China, we had transformed from too dependence on capital expansion, resource consumption and labor intensive extensive management pattern to more rely on technological progress and management innovation of intensive mode. Therefore, science and technology innovation strategy must be promoted to a high level.

We should enhance the independent innovation ability and break a batch of key core technologies. The Ministry of Land and Resources granted Tianjin "China Hot Spring City" Award

CHINA MINING Congress & Expo 2013 has opened on November 3rd. As one of the sessions, the keynote session "Developing geothermal industry and constructing ecological civilization “was held in Tianjin Binhai New area yesterday (November 4th). During the conference, the Ministry of Land and Resources awarded the "China Hot Spring", "China Spring City", "Hot Spring(geothermal) Development and Utilization Demonstration Units" to Tianjin Municipal People’s government, Baodi District of Tianjin Municipal People`s Government, Jinghai County People`s Government, Tianjin University of Technology and Bohai Petroleum Hydro Service Corporation respectively. The Ministry of Land and Resources together with Tianjin City Hall unveiled for "China Hot spring", which marked "China hot spring" was officially settled in Tianjin.

It was reported that the Ministry of Land and Resources previously announced the selection results of the first batch of "Chinese Spa Town". With its rich results of reserves, exploitation and utilization of geothermal resources, Tianjin City and Chongqing City, Fuzhou City gain first honorary title of "Chinese Spa Town" Baodi District of Tianjin Metro and Jinghai County Tuanpo Metro were named "Chinese Spring City".

Tianjin University of Technology and Bohai Petroleum Hydro Service Corporation were named " Hot Springs(Geothermal)Development and Utilization Demonstration Unit". Till now, The city become the only big city of "China Hot Spring”, “Chinese Spring City", "China Spa Town", "Demonstration Unit of Development of Geothermal Energy Utilization ", which laid the foundation to build demonstration base of multi-level, multi-field demonstration effect of the development and utilization of geothermal and hot spring culture display base.

For the rational development and utilization of geothermal energy, reducing carbon dioxide emissions and promoting the development of low carbon economy, the Ministry of Land and Resources has carried out the naming and creation work of the "China Spa Town" in 2010. Such provincial capital city or city specifically designated in the state plan could declare “China Hot Spring", which were rich in geothermal resources, rational development and utilization, sound management and protection system, and outstanding in the development of low carbon economy, spa (geothermal)culture, development and utilization of technology as well as recoverable heat fluid volume greater  than 20000 cubic meters / day. From the beginning of 2010, Tianjin has launched the creation work of "Chinese Hot Spring".

It was reported that Tianjin city belonged to type of Low temperature deposition basin which distributed in the scope of 8700 square kilometers, accounting for about 77% of the total area. At present, the exploitation of geothermal fluid was 76.066 million cubic meters / year (25 ℃) and available heat energy was1.30×1016joule per year, i.e. 4.43×105 tons of standard coal equivalent. In addition, Tianjin city also had a rich shallow geothermal energy. The available resources of the rock below the surface and the shallow geothermal energy underground water were 1748 trillion kJ with winter heating area of 1.34 billion square meters and the summer cooling area was 1,26million square meters.

By the end of 2012, the geothermal exploitation wells registered were 285, extraction and filling systems were 90.In 2012, the total extraction volume was 32.5million cubic meters and recharge volume was 13.10 million cubic meters. Its recharge rate reached 40%. At present, all the heat reservoir were equipped with a recharge well and the number of recharge well was still increasing year by year. Geothermal development was equivalent to annual savings of 265,000 tons of standard coal (371,000 tons of coal) with a reduction of the carbon dioxide emissions by 632,000 tons. Geothermal heating residential and public building were 213, coving an area of about 15.53 million square meters (about 5% of the total area of the city central heating and is the largest city supplying heating by the utilization of geothermal resources); 113 districts were supplied hot water by geothermal heat, i.e. around 100,000 households; a total of 11 agricultural facilities units using geothermal resources, which covering an area of about 10 million square meters; spa tourism in a total of 8 units with a construction area of about 210,000 square meters and the number of hot spring bath was about 9.5 million passengers / year. According to incomplete statistics, the city`s projects of developing and utilizing shallow geothermal energy resources reached more than 200, with an area of about 5.75 million square meters.

It was reported that to build beautiful Tianjin and rationally use clean energy, the city enacted "Regulations of Tianjin City Geothermal Resource Management", which clear geothermal departments, unified planning and management, developed and utilized scientifically, establish a strict management system, and worked out the planning of development and utilization of geothermal resources. Meanwhile, the city also built a dynamic monitoring network, which closely monitored the real-time status of all mining wells and recharge and gave the effective protection of resources and environment to maintain a sustainable use. 

During "The 12th Five Year Plan" period, the city would further strengthen the management of geothermal resources, give scientific establishment of utilization plan of geothermal resources, vigorously promote and apply geothermal gradient utilization and recharge and other new technology on the basis of the construction of the Jingjin Metro Group, Dongli lake and Mission Park Lake in accordance with the principle of "Developing in Protection, Protecting in Development "together with "Beautiful TianjinNo.1 Project", which promoted the development and utilization of the geothermal demonstration project and constructed a number of tourism projects characterized by the spa physiotherapy, leisure and vacation and in order to enhance the cultural quality of Tianjin, construct ecological civilization, promote the construction of "China Hot Spring City".
