Chinese submersible explores Indian Ocean for precious metals

China`s unmanned submersible Qianlong No 2 has succesfully completed its first exploration in the southwest Indian Ocean early this month looking for sulfide deposits and precious metals, scientists said today.

The autonomous underwater vehicle (AUV) with a length of 3.5 metres, was independently designed by Chinese scientists and can dive to a depth of 4,500 metres, Liu Jian, chief designer of Qianlong No 2 was quoted as saying by the state-run Xinhua news agency.

 It dived 16 times during the exploration from December 16, 2015 to March 4, 2016 in the southwest Indian Ocean.

 Its work covered 218 square kilometres with the maximum depth of over 3.2 kilometre, Liu said.

The AUV explored sea areas rich in sulfide deposits that contain various metals, detected deep-sea terrain as well as photographed sulfide, basalt and marine organisms, he said.

The success of the trial exploration of Qianlong No.2 in the Indian Ocean has proved that the AUV can be put into practice in deep-sea mineral resource investigation since it can adapt to the complex terrain in the ocean and finish underwater tasks smoothly, Liu said.

In 2014 China has pressed another submersible Jiaolong which reported to have discovered deposits of copper, zinc and precious metals.

China has already secured contracts to explore Indian Ocean for polymetallic sulphide ore and its research vessel has discovered two hydrothermal areas and four hydrothermal anomaly areas in southwest Indian Ocean.

China, Russia commit to brighter energy cooperation

Vice Premier Zhang Gaoli met with Gazprom CEO Alexei Miller here on Tuesday, vowing to improve China-Russia energy cooperation.

Bilateral energy cooperation has continued to progress under the strategic leadership of Chinese President Xi Jinping and Russian President Vladimir Putin, according to Zhang.

Energy cooperation is of strategic and long-term significance in bilateral relations, he said.

He spoke about the construction of the China-Russia east-route natural gas pipeline and the Yamal liquefied natural gas (LNG) project, and called on both sides to maintain momentum of the projects, adding that discussions should start on new collaborations and cooperation models.

He said the two sides should expand cooperation in product chain integration, oil and gas equipment-manufacturing, processing services,project construction and oil sales.

Miller said Russia attached great importance to energy cooperation with China and that the east-route natural gas pipeline construction was being promoted, as planned.

Russia is willing to work with China to accelerate the negotiation on the western route program, which would elevate bilateral energy cooperation to a new level, said Miller.

China Premier Li: will try to avoid mass layoffs in restructuring of steel, coal sectors

China will try to avoid mass layoffs as it restructures the steel and coal sectors, even as it pushes ahead with economic reforms, Premier Li Keqiang said.

 Central government funding can be increased to help laid-off workers if necessary, Li said at a news conference on Wednesday at the end of the annual meeting of parliament.

China`s oil giant, Alibaba to jointly offer `smart energy` services

Open up the app on your cell phone and pay your gas bill with just one tap.

That is what possibly could be achieved through a partnership between China`s energy giant China National Petroleum Corporation (CNPC), Alibaba and its Internet finance arm Ant Financial, after the two sides signed an official agreement on Thursday.

According to a statement published on CNPC website, the partnership will focus on online maps, logistics, Internet payment, and membership sharing.

CNPC PetroChina already allows customers to add credit to their pre-paid gas cards through Ant Financial`s Alipay, one of the country`s leading mobile payment systems.

This agreement is a new approach by CNPC in its battle against low oil prices and signals a desire by both sides to transform the oil and gas industry, the statement said.

China is transforming its energy sector with the help of the Internet. A guideline on the "Internet Plus" strategy released by the State Council last year has listed "smart energy" as one of its 11 priorities.

CNPC and Alibaba are attempting to a system that improves the customer experience by meeting their demand, the statement said.

For Alibaba, the partnership could also mean an expansion of its logistics network, with PetroChina`s over 20,000 gas stations countrywide.

US tariffs hit Chinese steel industry

The latest US tariffs imposed on steel from China could hurt the Chinese steel market as the sector continues to see declines in demand and is suffering from a supply glut, industry observers said.

The US Department of Commerce announced in a preliminary decision on Tuesday that it had placed tariffs on cold-rolled steel from China and several other countries. China received the most punishing tariff, 266 percent. Cold-rolled steel is used in automobile parts and appliances.   

It was the second high tariff the Commerce Department has levied against China in several months, the other one a 256 percent tariff on corrosion-resistant steel, which is used in automobiles and air conditioners.

According to the Commerce Department, China exported more than 790,000 metric tons of cold-rolled steel to the US in 2014, and is the biggest exporter of the commodity among the countries with the newly imposed tariffs.

"At this point I would doubt that there would be any steel coming in from China to the United States," said John Packard, president and publisher of the trade publication Steel Market Update.

"The Chinese were already blocked from shipping hot-rolled from a past ruling from many years ago, and this will essentially stop them from being able to ship cold-rolled and [corrosion-resistant] products to the United States," he said.

Domestic steel producers in the US filed petitions accusing several international competitors of dumping their products in the US and receiving subsidies from their governments.

China was shipping from 130,000 to 275,000 metric tons of steel a month to the US, which has dropped to around 83,000 metric tons a month, according to figures compiled by Steel Market Update.

In early 2015, China was averaging about 60,000 metric tons of cold-rolled steel exports to the US monthly, but that declined to less than 40 tons in January and February 2016. "These are not insignificant numbers," Packard said.

China`s steel industry is already facing a slowdown due to decline in demand that has led to large supplies of cheaply priced steel. The government announced earlier this week that roughly half a million steel workers will be laid off.

Adam Hersh, senior economist at the New York-based Roosevelt Institute, said that China has overinvested resources in steel capacity and is now cutting back, and the tariffs will pressure producers.

"What it does is that it`s going to financially squeeze the producers in China who have not responded to market signals when prices were low to pull back on investments and increasing production. So they`re going to find themselves with a lot of product that`s worth less and less," he said.

The steel industry is also affected by the country`s shift from a manufacturing-led economy to a service-based one, and a desire to curb pollution caused by heavily industrialized sectors like steel.

"Since 2010, the domestic demand for steel is declining - not shrinking in absolute terms, but growing more slowly," said Nicholas Lardy, senior fellow at the Washington-based Peterson Institute for International Economics.

"It`s mostly because the property market investment has been growing more slowly. The biggest challenge in the domestic industry arises from changes in the domestic demand situation," he said.

China plans 30 nuclear power plants along Silk route

CNNC chairman admits it faces `very strong competition` in selling its technology

China has set a target of building around 30 nuclear power units in countries along the Belt and Road Initiative routes by 2030, according to Sun Qin, president of China National Nuclear Corp.  

He said 70 countries in total are already planning or developing their own nuclear power projects, and it is estimated 130 more nuclear power units will have been built by 2020.  

"But we also face very strong competition in the international nuclear market," he said.  

"Countries like Russia, South Korea, Japan and the United States are all exploring the global nuclear market aggressively." 

Belt and Road destinations are those along the Silk Road Economic Belt and the 21st Century Maritime Silk Road-the initiative proposed by President Xi Jinping to strengthen regional economic integration and infrastructure connectivity.  

Currently China has 30 nuclear power generating units with a capacity of 28 million gigawatts and another 24 units are under construction, according to data from the National Energy Administration. 

CNNC is one of China`s three nuclear giants.  

It has been accelerating the building of its flagship nuclear project using Hualong One, a third-generation nuclear reactor design, in Fuqing, Fujian province, and hopes to leverage this domestic experience to boost its nuclear technology exports.  

The operator has already reached bilateral agreements on nuclear energy cooperation with countries including Argentina, Brazil, Egypt, Britain, France and Jordan, Sun said.  

But he emphasized there was no need to hit full self-sufficiency in nuclear, because many general components can be bought through international suppliers. 

CNNC has already exported six nuclear reactors, five miniature neutron source reactors, two nuclear research facilities and one experimental reactor.  

Sun said the company is looking ideally to cooperate with countries throughout the whole nuclear power industry chain.  

It actively promotes localization of its technology and strives to establish integrated industrial systems for countries involved with the Belt and Road, Sun said.

Algeria, China negotiate to establish mining consortium

Algeria on Sunday revealed the existence of negotiations with China to establish a partnership to exploit one of the largest mining deposits in the North African nation.

"We are negotiating with Chinese partners to establish a consortium to exploit Gara Djebilet deposit in the province of Tindouf," Algerian Industry and Mines Minister Abdesselam Bouchouareb told reporters after meeting with CEO of China Civil Engineering Construction Corporation (CCECC) Yuan Li.

According to Bouchoureb, this is the first time negotiations on Gara Djebilet project are held, and the economic feasibility and technical studies of this mining site have already been done.

Transport Minister Boudjemaa Talai also held talks with Yuan and they agreed to construct a 950 km railway line linking Gara Djebilet site to Abadla in the province of Bechar, APS news agency said.

Gara Djebilet is one of the largest mines in the world with 3.5 billion tons of iron.

Algeria is seeking through the exploitation of this mine to curb iron and steel import bill which hit 10 billion dollars last year.

Chinese steelmakers not dumping: Commerce Ministry

Chinese steelmakers are not engaged in dumping of surplus goods into the European Union (EU), China`s Ministry of Commerce (MOC) said on Wednesday.

In response to an EU anti-dumping probe, MOC spokesperson Shen Danyang told the press that low preliminary tariffs were not evidence of dumping by China.

Overcapacity is a worldwide industry problem and efforts by Chinese government and enterprises to restructure the steel industry and reduce excess capacity have made headways, Shen said.

China hopes to deal with overcapacity together with the EU, and protectionism will exacerbate the situation, he said.

Worried that cheap steel from China may prejudice its domestic interests, the European Commission is looking into imports of steel used to reinforce concrete and has imposed provisional duty on them.

In a separate case, the EU is expected rescind anti-dumping measures on Chinese fasteners in three weeks as the World Trade Organization ruled in January that the measures broke international trade rules.

"We have not verified the news yet, but if that were true, it would be a welcome step against protectionism," said Shen. "We hope the EU revokes the measures as soon as possible. "

China`s gold output dips on lower prices

China`s annual gold output fell for the first time in 2015 due to lower prices in the global gold market, according to latest industry figures.

The country produced 450 tonnes of gold last year, down 0.39 percent year on year, the China Gold Association said on its website.

International gold prices have shed nearly 40 percent since April 2013, squeezing producers` profits and affecting output, the association said.

However, China remained the world`s largest gold producer for a ninth year running and saw gold consumption recovering last year, the association said.

China consumed 986 tonnes of gold in 2015, up 3.7 percent year on year, compared with a 24.7 percent slump in 2014.

The association attributed the growth to a marked increase in gold jewelry sales and forecast the country would maintain its status as the world`s biggest gold consumer.

China`s gold reserve reached 1,762 tonnes at the end of 2015, the association said.
