Distinguished Guests, Ladies and Gentlemen, Dear Friends, 

On the occasion of the opening of CHINA MINING Congress and Expo 2013, I would like to extend, on behalf of the organizing committee and the Ministry of Land and Resources of the People`s Republic of China, my sincere welcome to the delegates and new and old friends both at home and abroad!

Under the support of the international mining industry, CHINA MINING has walked 15 years’ history. In the tide of opening and cooperation of global mining, International Seminar on China Mining Regulations was born in 1999. In 2005 its name was changed to the CHINA MINING, and in 2009 having a tie with open and inclusive Tianjin, it entered a new stage of development. In the past of 15 years, we are glad to see that in all aspects of the joint efforts, coordinating the theme of time development, closely connecting with the development of mining industry and economy, expanding and enriching the connotation of the conference and exhibition, CHINA MINING has gained recognition and positive response, and has become an important platform of deepening exchanges and close cooperation and facing the future for the international mining industry, and has played a positive role in promoting the world mining and sustained economic development . In order to hold the CHINA MINING 2013 successfully we would like to work with all parties to further enhance the effectiveness of the conference, promote the inclusiveness, highlight the professionalism of the conference, and make more positive contribution to the continuous development of the international mining industry. 

This year’s congress, as the theme of "opportunity, challenge and development", is very targeted and significant. At present, the world economy, still in the phase of deep adjustment, shows signs of recovery and also faces the problems such as  foundation instability, power shortage, and the imbalance of the development, needing a long time for overall recovery. As a result, the global mining development momentum is slowing and there is turbulence contraction in commodity prices, trade, and the indexes of mining investment. However we should see more, the current international industrial structure adjustment and new technology revolution is accelerating and manufacturing and consumer expectations are emerging recovery, while mining development are faced with both challenges and also there are opportunities. The international mining industry should be confident, take the initiative to grasp the opportunities brought by the current global economic adjustment, deal with difficulties and challenges in the development of mining industry hand in hand, and take efforts to promote the global economy and sustained and healthy development of mining industry.

In the new stage of economic rapid growth, Chinese government taking the transformation of the mode development, adjusting the economic structure as a priority, the independent innovation as the core strategy, the release of "reform dividend" and giving play to the role of the market as a power, synchronously and rapidly advances industrialization, informatization, urbanization and agricultural modernization, and the quality and efficiency of economic development is rising steadily. The Chinese government attaches great importance to the mining industry`s ability to support economic development, promotes mining to realize scientific development vigorously, through measures such as the implementation of prospecting breakthrough action, comprehensive utilization of resources, the building of green mining and harmonious mining area, strengthens resource support capability, makes efforts to transform the mode of resource utilization and strives to improve the efficiency of resource utilization. In recent years, China`s main metallogenic provinces and belts 1:50000 regional geology and mineral resources survey coverage in an average annual increase of almost 5%, completed 25 kinds of important mineral resources potential evaluation including the iron, copper, aluminum and potassium, found a group of world-class reserves of ore deposits such as oil, natural gas, coal and uranium, molybdenum, nickel and other new , mining capacity increasing from 6.8 billion tons to nearly 10 billion tons  The "three rates" of coal, copper, iron, phosphorus and other minerals mining, recovery rate and ore dressing recovery and comprehensive utilization rate level increased by 0.5 to 1%. China`s sustained and healthy development of the mining industry, not only strongly supported the construction of China`s modernization, but also made an important contribution for global mining and its stable development. 

China`s economy has entered into an innovation driving, scientific developing new stage. The upcoming the third plenary session of 18th CPC central committee will make an important strategic deployment in comprehensively deepening reform to . We will conscientiously implement the spirit of the session, further deepening the opening up reform of mining areas and improve the comprehensive security ability of domestic mineral resources.  

1. Constantly push forward the geological prospecting. China will adhere to base on domestic, vigorously implement the strategy of prospecting breakthrough action, focus on enhancing domestic energy resource support capability. In accordance with ‘the action program for prospecting breakthrough strategy plan deployment’, we are actively promoting geological survey and mineral exploration work in 20 important metallogenic zone, 78 integrated exploration area and fully implementing "the public interest first, business follow up, fund cohesion, integrated exploration, rapid breakthrough" new mechanism of geological prospecting, taking efforts to achieve significant progress in 3 years, a major breakthrough in 5 years , 8 to 10 years to restore the overall goals of mineral exploration development pattern and within 10 years or so, forming a batch of important mineral resources base, providing a powerful resources and industry support for China`s economic and social development. In prospecting breakthrough strategic action. China is starting a new round of geological prospecting, and the three years’ target is expected to over fulfill in the first stage. 

2. Speed up the transformation and upgrading of the mining. The Chinese government is focusing on through the optimization and upgrading of economic structure adjustment and industrial innovation driven development strategy, building "updated version" of China`s economy in quality and efficiency. Specific to the mining, we need to accelerate the transformation mode of mining development, vigorously promote resource conservation and environmental protection, and realize the transformation and upgrading of the mining and green development. We insist on conservation priority strategy, actively carry out comprehensive utilization of mineral resources demonstration base construction, exploration development technology research and development and the standard research. We launched the first 40 mineral resources comprehensive utilization demonstration base construction, introduced the catalogue of mineral resources saving and comprehensive utilization, encouraged, restricted and elimination technology and the comprehensive utilization of resources and technology in China policy outline, issued 99 advanced technology of mineral resources saving and comprehensive utilization with independent intellectual property rights, wide range of application, good prospect, so as to guide and promote the economical and intensive use of resources. We have released three batches of 459 state-level green mining pilot units, and through carrying out the green mining and harmonious mining area construction, efforts are made to promote resource development and environment protection, the harmony of community development.

3. Improve the mining management services. China is pushing forward the administrative system reform taking the transformation of government function as the core, activating market, and building the fair competitive development environment for all kinds of enterprises. We will focus on streamlining the optimization of mineral resources management and approval procedures, fully give play to the role of market mechanism, improve the service system, improve the industry to promote mining investment facilitation and efficient. We will face all kinds of investment subject, including foreign enterprise, advance the mining right market and opening up and strive to create open, fair, multiple mineral resources exploration and development investment pattern. At present, China`s social capital in mineral exploration investment accounted for more than 70%, the mineral exploration market has formed in the social investment as the main body of the multivariate situation. We will actively strengthen the service function, geological information push service, promote the integrated exploration area prospecting information society public, promote and guide the enterprise investment  

4. Deepen mining opening-up. The establishment of China (Shanghai) free trade experimental area marks a new stage of China`s opening to the outside world. We will continue to deepen the opening and cooperation in geological and mineral resources field, encourage foreign enterprises to make full use of its advantages in capital, technology, management, etc, in accordance with the relevant laws, actively participate in the fields of China mineral resources exploration and development, comprehensive utilization of mineral resources, shale gas exploration and development and so on, and share China`s mining development opportunities. We also support Chinese companies in foreign mining investment cooperation, advantage, responsibility, and realize mutual benefits and development between the host country and local community.　 

Ladies and gentlemen,    

In the in-depth development of economic globalization today, mining has become one of the most important area of international economic exchanges and cooperation, and plays an irreplaceable role in promoting the common development and prosperity of all countries . In the key moment of the difficult economic recovery in the world, the international mining industry is more needed to closely unite, grasp the opportunities meet challenges, and promote the sustainable development of global mining, providing strong support for the world economic recovery. In addition, I put forward the following suggestions: 

First, future-oriented, lay solid foundation of mining development. Although the global mining industry is still in the depth adjustment, in the long run, the development of a new round of mining "super-cycle" continues. As the emerging economies of global billions of people and continuous pushing of the industrialization and the urbanization in developing countries, in a long time the strong demand for mineral resources will exist. International mining industry should grasp the developing trend, set up of the faith of development, continue to strengthen basic inputs in capital, talent, technology, etc, make efforts to break the institutional barriers which restrict the development of the mining, actively promote economic structure optimization and industrial transformation and upgrading of mining.　 

Second, based on innovation, promote mining development ability. Mining is the knowledge and technology intensive industries. Give full play to the guidance and support of science and technology innovation to realize the sustainable development of mining industry and prosperity. International mining industry should continue to increase investment in mining science and technology innovation, and actively carry out research and development, application and promotion in the fields of theory, technology and equipment, standard and norms in geological prospecting, comprehensive utilization, new energy, mine safety and environment protection, and increase mining innovation driving ability. All countries should further deepen the system innovation, and constantly standardize the order of the mining market, and promote sound mining investment policy and market environment. 

Third, deepen cooperation and promote common development of mining. Different countries have different resources endowment, and mining economy is closely interdependent. Deepening exchanges and cooperation and promoting the complementary advantages are the path to realize the win-win development of national mining. In the face of the current world economic recovery and global mining deep adjustment, the international mining industry needs to unite more closely, firmly implement the open cooperation policy, strengthen information sharing and mining policy dialogue and promote international exchange of scientific and technological cooperation and technology innovation and management experience in the field of mining, promote mining investment liberalization and facilitation, build together mutually beneficial and win-win global commodity supply-demand and trade patterns.

Wang Min said, China adheres to the reform and open up policy, supports the strong and credible enterprises to invest abroad, and to participate in the exploration and exploitation of mineral resources in compliance with local laws and customs and regulations, hoping to promote good cooperation, and achieve mutual benefits. China also welcomes foreign companies to invest in China, and hopes that more enterprises would acquaint with China to enhance mutual understanding, lay the foundation for a wider range of cooperation. China hopes to establish a consultation mechanism with the competent mining department of foreign countries, to exchange the information of laws and regulations, and to timely notify the mining investment information to carry out substantial cooperation projects. Wang Min suggested the both sides would maintain high-level exchanges, duly sign a cooperation agreement, and agree to a specific cooperation projects and to be implemented. The host and the guest also exchange of views on how to strengthen personnel exchanges, and promote the cultivation of geological survey projects in the areas of cooperation.

During the meeting, Wang Min representing China transferred the achievement of 1:250000 geochemical mapping project of Northwest Argentina, which was completed by both countries.

Listen to the Footsteps of China’s Mining Industry A Review on the Previous CHINA MINING

Abstract

Mining is one of the most sensitive industries affected by economic changes. It has become an indispensable force in the global economy and received more attention from the various countries` governments.

In order to publicize and introduce Chinese government’s work in improving the mining investment environment and promoting foreign cooperation of mining enterprises, from 1999, the Ministry of Land and Resources held consecutive international seminars on China`s mining industry, which was renamed as CHINA MINING from 2005. So far, the event has been held successfully for 14 years.

As the brand of China mining co-operation with foreign countries, Asia’s largest mining event and one of the world`s four top mining events, CHINA MINING has become an important platform for mining companies at home and abroad and related institutions to seek line information and cooperation opportunities. It has been highly valued by the international mining industry.

In 2008, the global financial tsunami caused a hit to the global economy and the global mining experienced ups and downs. Through CHINA MINING, we have seen that China`s mining industry has been facing the world with a mature component.

Theme: Promote the further Opening of Mining Industry to the Outside World

Time: October 26, 1999

Place: Dalian, Liaoning

Focus: China’ s Mining Industry Sought New Breakthrough

This event was called "International Seminar on Chinese Mining Regulations", which opened a new chapter in China`s mining industry to the world. More than 170 delegates from 10 countries and regions such as Canada, Australia attended the conference. During the event, the delegates discussed such problems as how to perfect China`s mining laws and regulations so as to improve China`s mining investment environment, how foreign companies can succeed in Chinese market. Meanwhile, the Ministry of Land and Resources released the first 19 mines available to foreign development. The Chinese government released the news that overseas capital investment on China`s mining industry could be realized.

Theme: Improve the level of Mineral Exploration Development of the Western Part of China and the Opening to the Outside World

Time:  October 13, 2000

Place: Urumqi, Xinjiang

Focus: Western Part of China, New Emphasis on China’s Mining Industry

This event was called "International Seminar on Western Development and China’s Mining Industry", which was the first mining conference after the western development kicked off. The decision was made to improve the western mineral exploration development and opening level to the outside world, strengthen mineral exploration in the western region, and realize China’s mining focus westward gradually. More than 120 Chinese and foreign representatives attended the event. For the first time, the World Bank Group became its co-organizer.

Theme: Enhance Understanding and cooperation, Promote Common Development of Mining Industry

Time: September 20, 2001

Place: Xi’an, Shanxi

Focus: Reform and Outlook of Mining in the New Century

This event was called “2001 International Seminar on China’s Mining Industry ". It showed the great changes of geological exploration system and mining system in our country in the new century. Vice premier Wen Jiabao met with some delegates presented. Zou Jiahua, vice chairman of the standing committee of the National People`s Congress, sent a congratulatory letter to the conference. About 200 representatives from 11 countries and regions attended the conference. Canada and Australia embassy in China became the co-organizer for the first time.

Theme: Fulfill Commitments and Adapt to Rules Actively

Time: October 22, 2002

Place: Chongqing

Focus: China’s Accession to WTO, Opportunity and Challenge for China’s Mining Industry

This event was called “2002 International Seminar on China’s Mining Industry ". It made clear that Chinese government would fulfill the commitment of abiding by the WTO rules after joining WTO, purify the mining development environment. More than 200 delegates from 16 countries and regions attended the conference, including 109 foreign representatives. The representatives from the World Bank Group and the APEC, together with the representatives from mining industry at home and abroad had a further discussion on the development trend of global and regional mining, mining development after China`s entry into the world trade organization, mining financing and development, and mining policies of foreign investment in China.

Theme: Enhance Exchange and Cooperation, Promote Reform and Development

Time: October 27, 2003

Place: Kunming, Yunnan

Focus: Carry out “Bring In and Go Out” Resource Strategy gradually

This event was called “2003 International Seminar on China’s Mining Industry ", which was held after APEC economic leaders` meeting, the ASEAN business and investment summit. The Conference centered on the problems such as policy evolution of China`s mining industry, and regional mining cooperation. More than 300 representatives from 14 countries and regions attended the conference, including 140 foreign representatives. Vice premier Zeng Peiyan made important instructions for the conference: "I hope you continue to deepen reform, strengthen international exchanges and cooperation, take solid steps, work together to promote the prosperity and development of the mining.”

Theme: Strengthen International Exchange and Cooperation, Promote Mining Boom and Development

Place: Beijing

Focus: Ming Recovery

This event was called “2004 International Seminar on China’s Mining Industry”. With many years’ downturn, China`s mining began to recover with the global mining industry. To strengthen cooperation and exchange became the priority of China`s mining development. New measures were suggested such as the encouragement of healthy development of mining industry, and promoting the mineral exploration development in harmony with the environment protection. For the first time, the domestic and foreign exhibitors participated in the exhibition at the same time. The exhibition covered the whole industrial chain from resources project, mining technology and equipment, financing services to other related services. Over 1000 representatives at home and abroad attended the conference, including 500 foreign representatives from nearly 30 countries and regions. Vice Premier Zeng Peiyan attended the opening ceremony and delivered a speech. He elaborated our policies to realize the sustainable development of mining industry, and proposed the suggestion of promoting the prosperity of global mining and economy through strengthening cooperation.

Theme: Strengthen Mining Cooperation, Realize Mutual Benefits

Time: 15 to 17, November, 2005

Place: Beijing

Focus: CHINA MINING Became one of the Four Top Mining Conferences

This event was named "CHINA MINING" for the first time. From this conference, CHINA MINING became one of the four top mining events. Vice premier Zeng Peiyan sent a congratulatory letter for the conference.

The event involved 14 themed sessions such as China`s mining industry policy, global mining review and outlook, minerals market, new theory and technology, mining financing, mining investment opportunities in China and neighboring countries, mine safety and environment, etc. The forum by executives from important mining companies both at home and abroad was especially striking. Mining rights trading was also held by departments from geological exploration industry which showed that China`s mining right market was actively open to the world. Almost 2000 representatives from more than 20 countries and regions attended the conference. Among them, two-thirds of the representatives were foreigners

Theme: Promote Prosperous Mining and the Harmonious Development

Time: 14 to 16, October, 2006

Place: Beijing

Focus: Promote the Health Development of Global Mining and China’s Mining

The event had 8 themed sessions. They were: the present situation and outlook of China`s mining policy, global investment trends and minerals market outlook, mineral risk management, investment opportunities and company show, sustainable development and environment, China’s mining environment, the exploration trend, mining technology, and ore processing.  At the same time, mining ministers forum, global CEO forum, and forums on countries and regions, overseas investment, mining equipment were held. Meanwhile, there were such exhibitions as trade exhibition, national pavilion, government and equipment exhibition. The government exhibitions represented by the Ministry of Land and Resources appeared in the event for the first time.

Vice Premier Zeng Peiyan attended the conference and delivered an important speech. From this conference, the award for international cooperation of China’s mining industry was established in order to summarize the successful experience of Sino-foreign cooperations in the field of mineral exploration and development, which showed the new image of China`s mining industry opening to the outside.

Theme: Carry Out “Scientific Development” View, Promote Green Mining

Time: 13to 15, November, 2007

Place：Beijing

Focus：Green Mining Enjoyed Popular Support

During the event, the topics on green mining policies, efficient utilization of resources, mine environment, mining safety, and international minerals markets were discussed. In order to promote mining saving, cleaning, safety and sustainable development, together with the contribution to the world’s mining, vice Premier Zeng Peiyan sent a congratulatory letter to the conference.

The conference covered keynote sessions and breakout sessions. Keynote sessions involved mining ministers forum, forum on development trend of domestic and foreign mining, market outlook of global minerals. Among the 18 topics during the breakout sessions, 4 themed meetings organized by the Ministry of Land and Resources” such as “roundtable discussions on China’s mining policies”, “the development and utilization of coal in China”, "mining right evaluation and internationalization", " the new results release on the basic geological survey and prospecting” were held. More than 3000 representatives from over 30 countries and regions attended the conference. More than 240 domestic and foreign enterprises attended the various exhibitions.

Theme: Meet New Challenges, Promote Continuous Prosperity of Mining

Time:  11 to 13, November, 2008

Place:  Beijing

Focus: Develop with Global Mining in Face of Financial Crisis

Under the background of international financial crisis, this event was attached great importance by global mining industry, governments of various countries, and the financial circles. Such topics as mining development trend and plans of investment policies, new theory, new technology and mining responsibilities were discussed during the event. Over 3200 government delegates, experts, and representatives from enterprises and financial circles from more than 40 countries and regions attended the event. Vice premier Li Keqiang sent a congratulatory letter to the conference.

The conference conducted extensive exchanges and discussions on the sustainable development of global mining, the situation and development of mineral resources exploration, mining and capital market, mine geological environment and green mining. At present, the global economy is difficult to recover. Even though current global mining has appeared a certain degree of adjustment and contraction, but positive fundamentals have not changed. From the perspective of China, economic development has entered a new stage, facing many new situations and new problems. The latest economic data shows that it is no problem for china to achieve 7.5% growth in China`s economy this year. From a long-term perspective, through the transformation and upgrading of economic structure adjustment , China can fundamentally solve the problem of sustainable development of economy for decades and ensure that the implementation of Chinese dream on schedule. According to the mainstream view, at least the next 20 years, China`s economy has the ability to achieve more than 7% of the average annual growth rate and China will continue to be the most important engine of the world economy, which will drive mineral exploration, geological exploration and great demand of energy resources.

Accordingly,, after analyzing the development trend of the world`s major economies in the next 10 years to 15 years, and the pattern of resource supply and demand, the experts believed that in the next 10 to 15 years, because of being driven by the industrialization of brics countries and the developing countries, global commodity demand focus will shift from developed countries to developing countries and the global mining industry will enter a new boom. But at the same time, the contradiction between supply and demand of global resources will be further highlighted. Experts estimate that, due to the huge demand for domestic and international market, China`s demand for mineral resources will continue until after 2025. In a long time, China`s demand for mineral resources will continue to grow. Therefore, the difficulty of mining is temporary. In the long run, mining prospect remains bright.

In recent years, various types of enterprises in China have achieved significant achievements in international cooperation such as mineral resources exploration and development, and processing trade.
